Is Wakuna Safe and Legal in the Netherlands?

A padlock icon tells you nothing useful. When we review a brand we split safety into four separate questions, because a site can pass one and fail another.

Wakuna is operated by The Green & Verde Enterprises Limitada, a company registered in Costa Rica. The brand site states an offshore licence and shows a verification seal from the Anjouan Gaming Board. So a licence does exist. It is simply not a Dutch one.

The Kansspelautoriteit supervises providers under the Remote Gambling Act, known as the Koa, which has been in force since 1 October 2021. Anyone who wants to play legally in the Netherlands picks an operator holding that permit. Why the permit type changes your experience

A KSA permit is not paperwork. It carries duties that touch you directly, including a connection to CRUKS, age checks from 18, and a Dutch route for disputes. With an offshore permit those safety nets are absent. You play under the rules of the licensing country instead of the rules that apply where you live.

CRUKS is the national self-exclusion register. Every KSA licensee must be connected to it. Once your name is in CRUKS, no legal Dutch operator will let you play.

Wakuna has no such connection, because there is no KSA permit to attach it to. If you or someone close to you needs a genuine break or a full stop, this site will not enforce it for you. That weighs more with us than any bonus figure. The brand does offer financial limits, self-exclusion on your own account, a link to a help organisation and a transaction history. Those tools are worth using, and they only cover the one account you set them on.

We spent most of our testing time on the payment side, since that is where Dutch players usually hit friction. This part worked smoothly.

Does Wakuna hold a Dutch KSA licence?

No. Wakuna states an offshore licence, with a Costa Rica operator and a verification seal from the Anjouan Gaming Board. That is not a KSA permit under the Koa. Playing here means you sit outside Dutch supervision and the player protections that come with it.

Will I appear in CRUKS if I play at Wakuna?
